Resolve addressee cohort sizes

## What it does

Resolves the size of an addressee cohort (e.g. 'Berlin SMEs by WZ code'). v0.1 ships a stub table for the pilot cohorts; v0.2 adds a DESTATIS GENESIS-API adapter.
