+Module store index for the F∆I Judge capabilities. Independent store;
+add it to a Ch∆In installation with:

+## Publish flow
+
+Bundles are packed locally with `chain pack`, sha256 hashes are
+mirrored in `SHA256.txt`, and publishing is a plain `git push` of
+`store.yaml` + `bundles/*.chain` to `main`. Bundles are unsigned for
+now (same policy as the Recl∆Im store).
