F∆I Judge — Ch∆In module store

Module store index for the F∆I Judge capabilities. Independent store; add it to a Ch∆In installation with:

Publish flow

Bundles are packed locally with chain pack, sha256 hashes are mirrored in SHA256.txt, and publishing is a plain git push of store.yaml + bundles/*.chain to main. Bundles are unsigned for now (same policy as the Recl∆Im store).
