Ermittelt die Größe einer Adressaten-Kohorte (z. B. 'Berliner KMU nach WZ-Code'). v0.1 mit Stub-Tabelle für die Pilot-Kohorten; v0.2 mit DESTATIS-GENESIS-API-Adapter.
