Normalize legal documents to Akoma Ntoso

What it does

Normalises heterogeneous legal sources (gesetze-im-internet XML, EUR-Lex FORMEX, landesrecht-berlin HTML) into a structured Akoma Ntoso 1.0 (OASIS LegalDocML) representation.
